Video Transcript - Upgrading an Air Conditioner Registration

Screen 1: Title screen
Welcome to the video help series for the Energy Rating Product Registration System.

In this video, we are going to show you how you can upgrade your existing Air Conditioner registration to the 2019 Air Conditioner Determination.

Screen 2: Introduction
With the introduction of the 2019 Air Conditioners Determination for units up to 65 kilowatts, the GEMS Regulator has implemented an option to upgrade a registration from the current 2013 Determination.

This upgrade facility aims to assist registrants with the transition across to the 2019 Determination and allow them to begin using the new Zoned Energy Rating Label.

The upgrade option is available for any model that is registered to the 2013 Air Conditioners Determination before 1st April 2020.

Registrants are not required to upgrade their models registered under the 2013 Determination. These registrations will continue to be registered until they expire. After they have expired, registrants wanting to re-register these models will need to do so under the 2019 Determination.

There is a fee of $210 for a registration upgrade, as the upgrade application still needs to be assessed before it can be approved.

Now, let’s go through the process of upgrading a registration.

Screen 3: Existing Registration
We begin by opening the registration that we want to upgrade.

From the Actions box on the right hand side of the page, we select the “Upgrade Test Standard” button.

Screen 4: Pop-up window
A pop-up window appears, asking us to confirm that we want to create an upgrade of this registration.

We select the “Confirm” button.

Screen 5: Pop-up window – Registration upgrade successful
The pop-up window refreshes and we see that we have successfully created an upgrade application.

To edit the upgrade application, we select the “Edit new Upgrade” link.

Screen 6: Edit upgrade registration
We now see a new application that we are able to edit.

On the Registration Type page, we can see that the system has automatically selected the relevant registration pathway under the new Determination.

The information in the upgrade application will largely be pre-filled from our existing registration. However, as the new Determination requires additional information that was not asked in the previous system, we will need to answer some additional questions.

The amount of additional questions will differ depending on the type of air conditioner we are registering, the pathway under which we are registering them and whether we are registering them for “labelling and MEPS” or “MEPS only”.

We review this page and answer any additional questions.

We then select the “Save and Continue” button to move on to the next page.

Screen 7: Confirm changes
The system then tells us that we will need to accept the legal declaration (i.e. the terms and conditions) of the Regulator again before we submit our upgrade application.

To continue, we select the “Confirm Changes and Continue” button.

Screen 8: Edit upgrade registration – Regulatory Authority
On this page, we read the terms and conditions of the Regulator and accept them again by selecting the tick box next to “I acknowledge the above terms and conditions”.

We then select the “Save and Continue” button to move on to the next page.

Screen 9: Edit upgrade registration – Applicant & Contacts
We are now on the Applicant & Contacts page.

The information on this page is pre-filled from our existing registration, so if we don’t want to make any changes to it, we can simply select the “Save and Continue” button and move on to the next page.

Screen 10: Edit upgrade registration – Models & Manufacturer
We have moved on to the Models and Manufacturer page.

All of the information on this page is pre-filled from our existing registration, so unless we want to make any changes, we can simply select the “Save and Continue” button and move on to the next page.

Screen 11: Edit upgrade registration – Labs & Test Reports
We are now on the Labs & Test Reports page.

Like the other pages, the majority of information on this page has been pre-filled, but we do need to provide a new test report.

In the “Test Reports” section, we enter the details of our new test report and attach a new test report to the application. We cannot proceed without providing a new test report.

Once all the information is provided, we select the “Save and Continue” button to move on to the next page.

Screen 12: Edit upgrade registration – Application Details
We are now on the Application Details page, where we answer some more specific questions in relation to our application.

The majority of information on this page has been pre-filled from our existing registration, however, we can see that there are some questions that need to be answered.

We proceed through the page and answer these questions accordingly.

Once we’re done, we select the “Save and Continue” button to move on to the next page.

Screen 13: Edit upgrade registration – Appliance Details
We are now on the Appliance Details page, where we provide more specific details about our air conditioner.

We continue to answer any questions and provide information that was not included in our previous registration.

Once we’re done, we select the “Save and Continue” button to move on to the next page.

Screen 14: Edit upgrade registration – Test Results
We are now on the Test Results page, where we provide details regarding our product’s test results.

We continue to answer any questions and provide information that was not included in our previous registration.

Once we’re done, we select the “Save and Continue” button to move on to the next page.

Screen 15: Edit upgrade registration – Cooling Test Results
We are now on the Cooling Test Results page. On this page, we provide the cooling test results for our product.

Due to the introduction of the new SEER standard, we need to provide some additional information not included in our previous registration.

The majority of fields that require specific numeric entries are measured in watts, as opposed to kilowatts in the previous system, so we need to be sure we’re entering our test values in the correct measurements.

Once we’ve entered our test results and answered any additional questions, we select the “Save and Continue” button to move on to the next page.

Screen 16: Edit upgrade registration – Heating Test Results
We are now on the Heating Test Results page. On this page, we provide the heating test results for our product.

Due to the introduction of the new SEER standard, as with the Cooling Test Results page, we need to provide some additional information not included in our previous registration.

The majority of fields that require specific numeric entries are measured in watts, as opposed to kilowatts in the previous system, so we need to be sure we’re entering our test values in the correct measurements.

Once we’ve entered our test results and answered any additional questions, we select the “Save and Continue” button to move on to the next page.

Screen 17: Edit upgrade registration – Results rated
We are now on the Results Rated page.

We continue to answer any questions and provide information that was not included in our previous registration.

Once we’ve done that, we can select the “Save” button to review the values for the Seasonal Energy Efficiency Ratio that the system has automatically generated. The residential values will appear on our Zoned Energy Rating Label when it is generated.

We then select the “Save and Continue” button to move on to the next page.

Screen 18: Edit upgrade registration – Demand Response
We are now on the Demand Response page.

On this page, we provide information regarding our system’s demand response capability, if this is present.

If we provided this information in our original registration, it will appear here and we won’t need to make any changes to this page.

We select the “Save and Continue” button to move on to the next page.

Screen 19: Edit upgrade registration – MEPS Compliance
We are now on the MEPS Compliance page.

This page indicates if our unit complies with the minimum energy performance requirements of the new Determination.

In each section, there is a “Compliance” field. If the answer populated by the system is “True”, that means the product meets the MEPS requirements for that section.

If the answer is “False”, it means the product does not meet the MEPS requirements for that section.

If our product does meet all of the MEPS requirements, we select “Yes” to the question at the bottom of the page asking if our product meets all required minimum performance standards.

We then select the “Save and Continue” button to move on to the next page.

Screen 20: Edit upgrade registration – Label
We are now on the Label page.

This page allows us to generate a Zoned Energy Rating Label for our product.

We can choose to keep using our existing energy rating label for the length remaining of the registration, even if the registration expires after 1st April 2020.

Alternatively, we can upgrade to a Zoned Energy Rating Label.

Generating a Zoned Energy Rating Label will replace our existing label.

To generate a label, we select the “Generate Label” button.

A prompt will then appear, asking us to confirm that we’d like to replace our existing label with the new generated label. We select the “Confirm” button.

A label is then generated by the system in a few seconds and a link to the label appears on the Label page.

We click on the link to view and download our new label.

If we haven’t provided all of the information requested, or there are issues with the information we have provided, a red error message will appear on the page when we select the “Generate Label” button.

After we’ve finished generating our label, we select the “Save and Continue” button to move on to the next page.

Screen 21: Finalising application
We continue with the rest of the upgrade application like we would with a normal product application.

We then pay the $210 fee for the upgrade application. This follows the normal payment process.

Once payment is complete, if there are no issues with the application, it will be automatically submitted to the Regulator for approval.

Screen 22: Approval
Once the Regulator has approved our upgrade registration, we receive an email like this from the registration system to notify us that it has been approved.

And that’s how you upgrade your existing air conditioner registration to the 2019 Determination in the registration system.
